Context :

The United Nations Development Programme (UNDP) in Morocco had previously sought the services of a contractor to design a monitoring and evaluation (M&E) platform and mobile application to collect data from various project stakeholders on the M&E and learning framework and to generate a dashboard and live reports on it. This was a part of UNDP’s efforts to accelerate the achievement of the Sustainable Development Goals (SDGs) and reduce vulnerabilities and inequalities. Monitoring, evaluation and learning issues were central to the process of reporting on the SDGs. In fact, the results, lessons learned and recommendations presented in the reports contributed to the establishment of guidelines for the support programs of the UN and various partners in Morocco for the achievement of the SDGs. However, M&E and learning faced several challenges, including difficulties in consolidating and harmonizing data collected from different stakeholders, the lack of efficient tools that met quality requirements and the generation of quality reports. In order to address these challenges, The United Nations Development Programme had decided to hire TALM Group, due to the company’s experience in both monitoring and evaluation and IT solutions development. TALM Group was the right candidate to set up a monitoring and evaluation platform and a mobile application to collect data from different project stakeholders on the monitoring, evaluation and learning framework and to generate a dashboard and live reports on the latter.


Project Description :

TALM Group designed the monitoring and evaluation platform and mobile application for collecting data from various project stakeholders on the monitoring, evaluation, and learning framework while generating dashboards and live reports. The following were the general parameters of the task that TALM Group fulfilled:

  • TALM Group built an integrated tool containing a mobile app and online dashboards.
  • The application captures data on project activities, outputs, outcomes and impact indicators.
  • The data is collected primarily at the project coordinator level and the high-level Indicators come from the portfolio managers at the country office level. The system is able to respond to this diversity of levels and geographic dispersion through a multi-modal data entry process – on mobiles, desktops, and web-based interfaces.
  • Collected data is fed into a dashboard periodically, this dashboard visualizes prioritized data from a database generating data from mobile and desktop interfaces.

Project Objectives :

The main objective of this project is to design and develop a monitoring and evaluation platform and mobile application to collect data from various project stakeholders on the monitoring, evaluation, and learning framework and to generate a dashboard and live reports on it. This project is part of UNDP’s efforts to accelerate the achievement of the Sustainable Development Goals (SDGs) and reduce vulnerabilities and inequalities.

The project objectives are:

  • Objective 1: Develop an integrated monitoring and evaluation platform and mobile application: The primary objective of this project is to design and build a monitoring and evaluation platform that includes both a mobile application and online dashboards.
  • Objective 2: Collect data on project activities, outputs, outcomes, and impact indicators: The mobile application will be designed to capture data on project activities, outputs, outcomes, and impact indicators. This data will be collected at different levels, primarily at the project coordinator level, and high-level indicators will come from the portfolio managers at the country office level.
  • Objective 3: Ensure the system can respond to the diversity of levels and geographic dispersion: The system must be able to respond to the diversity of levels and geographic dispersion through a multi-modal data entry process, including mobile, desktop, and web-based interfaces.
  • Objective 4: Generate live reports and dashboards: Collected data will be fed into a dashboard periodically, this dashboard will visualize prioritized data from a database generating data from mobile and desktop interfaces. Additionally, the application will also generate updated status reports, PowerPoint presentations, and other reports to be used for mid-year and annual program reviews.
  • Objective 5: Build capacity of project teams and other stakeholders in M&E plan design, data collection, tools, dashboarding and other operational aspects: The service provider will also build the capacity of project teams, partners, the UNDP program team, and other stakeholders in M&E plan design, data collection, tools, dashboarding, and other operational aspects. This will ensure that the system is used effectively and efficiently in the long run and that institutional knowledge is maintained as a result of its integration into the UNDP-Morocco program.

Project Team :

The project team is composed of experienced professionals with expertise in monitoring and evaluation, project management, impact assurance, IT solutions development, mobile development, technology consulting, and data science. The team will work together to achieve the project’s objectives and ensure successful implementation and delivery.

Ahmed Jazouli:

  • Lead the monitoring and evaluation efforts for the project.
  • Serve as the project manager and ensure that project objectives are met.
  • Provide guidance on impact assurance and results-based management.
  • Utilize his experience with USAID, UNDP, and European Union projects in Morocco and MENA countries to inform project implementation.
  • Develop monitoring and evaluation plans and guides.
  • Led teams in the development of monitoring and evaluation software platforms for Moroccan NGOs and USAID Morocco.

Marouan Jazouli:

  • Serve as the project manager and data science consultant.
  • Develop IT solutions for the project.
  • Utilize his experience in application development and functional performance to contribute to the project.
  • Provide expertise in project management, financial modeling, and dashboards using Power BI.
  • Share his knowledge of project portfolio management solutions.
  • Utilize his background in software development and Big Data to contribute to the project.
  • Provide expertise in data analysis and data collection and management.
  • Share his experience in accompanying Civil Society Organizations in the establishment of monitoring and evaluation platforms.
  • Use his skills in setting up automated reporting dashboards using Power BI and Microsoft Excel and monitoring and evaluating the effective performance of government websites.

Qasem-Karim:

  • Serve as a technology consultant and full-stack web developer.
  • Utilize his extensive experience in web platform design to contribute to the project.
  • Share his experience in working on several technology consulting projects.
  • Serve as a technician specializing in computer development.
  • Utilize his experience in the development of web and mobile applications.
  • Share his experience in designing and developing a mobile & web application ODDB for data collection with advanced reports.

Younes Abouljid:

  • Serve as a mobile development consultant.
  • Utilize his experience with front-end and back-end development for mobile applications, android and IOS native.
  • Contribute his technical knowledge of JAVA, Android native, Oracle SQL developer, Swift, XCode, Soap web services, Jboss (Widlfly).
  • Share his experience in digitizing survey questionnaires at the Haut Commissariat au Plan.
